The limitations of Rome's river harbor of Ostia had long been recognized: sandbars prevented larger ships from entering and goods had to be transferred to smaller craft. Seeking to rectify this and also to help solve Rome's constant problem with grain shortages, Claudius began the building of an artificial harbor in AD 42. Constructed in a semi-circle, the new harbor had two moles. As part of the building process, one of Caligula's pleasure galleys was scuttled and filled with cement. A lighthouse was erected above surmounted by a statue of Neptune (depicted on this coin's reverse). The Port was finished under Nero about four years or so before the striking of this Sestertius. Further expansion was done under Trajan and Hadrian. Because of unresolved silting, by the Fourth Century, the Port of Ostia fell into disuse.

After Nero was condemned to death on June 9th and took his own life, the Senate hailed Galba, who was in Spain, as emperor. This sestertius was struck while Galba and Otho were marching from Taracco to Rome, after Galba's recognition as princeps by the Senate in June-August AD 68. A deputation of the Senate and praetorian guards met Galba in early July to confirm his imperial status. Galba arrived in Rome in October to begin his reign, which would prove to be barely three months before he was slaughtered by praetorian guards loyal to Otho on January 15, AD 69.

Alimenta Italiae: Trajan's great benevolence to Italy, which had suffered much in the civil wars, is well attested by contemporary coinage, monuments, tablets and writing. The emperor greatly aided the people of Italy with food, provisions in corn and other resources, and was a great benefactor to her children, as alluded to here on this Sestertius. In a panegyric written in AD 100, Pliny the Younger tells us: "there were very nearly 5,000 free-born children whom the liberality of our prince (say he), sought out and adopted. A reserve in case of war, and an ornament in peaceful times, they are nourished at the public cost, and learn to love their country, not only as their country only, but also as their nursing mother. From the ranks of these will our camps, our tribes be filled…".
